The City of Columbia offers three major programs designed to distribute grant funds and foster community growth:
Accommodation Tax Program (ATAX): This program is funded by a modest 2% tax on all hotel room rentals within the City of Columbia. It aims to support programs and events that attract tourists and encourage pleasant overnight stays in local hotels.
Hospitality Tax Program (HTAX): This program is funded by a 2% tax on prepared foods and beverages sold in the City of Columbia. It also supports events that draw tourists into the city and promotes programs occurring within the city limits, helping to bring diners to local restaurants and bars.
Community Promotion Grant Program: When funds are available, the General Fund supports this program. It focuses on programs that address key impact areas identified by the City Council.
Additionally, the City’s Community Development Department administers Community Development Block Grants on behalf of the federal government, while the City’s Office of Business Opportunities manages certain small business assistance loans for existing businesses.
